grammar - are the names of these two organizations correct?

For the organization on the left, is it appropriate to add "The" in front of "Japan Foundation"? That looks very informal to me. (And the name of this organization is actually “Japan foundation” only. You can see it on its official website)


For the organization on the right, is it grammatically correct to say "Japan xxx"? I feel the correct expression is "Japanese xxx", like British Council, French Armed Forces, Spanish Army. So, I feel “Japanese Educational Exchanges and Services” or “Educational Exchanges and Services of Japan” are more correct.
